When I switch the intercity trains off then the problem stops (but so does a main source of tourism). There is also a metro right next door, so my public transport is fairly well connected. Other times they are going places that are in very close proximity to the bus routes stopping right outside the train station. Often these cars will drive a couple of meters down the road or drive around the block. When said trains arrive all the tourists spawn pocket cars and simply refuse to walk or use public transport. My one train station close to my tourism district is set to allow Intercity Trains. At this stage I'm pretty sure that this is some kind of bug.
